New UNC System President Peter Hans officially takes the reins this week as the 17-campus system’s top leader.

Hans served as as president of the North Carolina Community College System for two years before being elected president of the system by the UNC Board of Governors last month.
He steps into the role at a tumultuous time. Tens of thousands of students begin returning to UNC system campuses across the state this week as North Carolina still struggles with high numbers of COVID-19 infections, hospitalizations and deaths.

UNC System students, faculty and staff have all organized to call for the system to continue online-only education into the Fall semester, some proposing strikes and lawsuits.

The system is bracing for the possible financial fallout of reduced enrollment and the very real possibility that infections will force the campuses to close again this semester as they did last.

In that environment, Hans released a video a message for system employees Monday.

So let’s offer it to one another. We’ll all need good will and good faith, so let’s grant it to one another.

There’s never been a more apt time to love thy neighbor, and the UNC System is a very big neighborhood.

The tests in front of us are daunting. This University was not built for easy things. It was built for the hard and worthy work of public service. And planning for the months ahead, we’re asked to balance public health with our core mission of public education.

We must do right by our students while also protecting our communities and our colleagues.

There are no easy answers to those tensions. But they mirror the complex challenges our entire society is facing right now, and I think it’s our duty to help chart a path forward.

That’s what the university has always done with its greatest contributions coming in times of deepest need. I’m amazed at the resilience of our faculty and staff in managing the sudden shift to online learning in the spring.

It was an achievement of staggering scale, and it gives me hope for how will continue to adapt – online in person or a combination. Come what may, we will deliver for our students.

We all know what’s at stake. Families are counting on us for new opportunities for better prospects amidst this uncertainty.

Our state is counting on us to help drive the struggling economy and provide answers to the most pressing questions of our time.

So here’s my pledge to you: I’ll be here each and every day with an open heart, open mind, doing my best to offer steady, stable leadership and support your best work.

We will encounter more than enough turbulence without creating any of our own.

I’ll be an effective and responsible advocate for funding and public support, upholding this University’s twin commitments to affordability and excellence. And we all know that the cost of a degree has risen too far too fast. We’ve got to change that. It’s vital for our economy, our democracy, and our culture.

I’ll work to make higher education trusted and accessible, and relevant for the people of the state. I’ll embrace the public schools, community colleges, and private institutions as full partners in our mission.

And I’ll testify anywhere and everywhere I can to the redemptive power of education, because education is most potent medicine we have for the health of our people and the surest route to shared prosperity.

Knowledge is the antidote to what ails us, whether it’s a virus, racism, or an absence of opportunity.

No matter who you are, where you live, who you love, what you look like, what you believe, where you came from, we’re all imperfect and striving—all linked by a common fate, all deserving of respect and dignity.

The approval of reparations for Black residents in Asheville this month is being followed by similar demands in other North Carolina cities.

The historic vote accepted a reparations initiative, part of which aims to provide funding to programs that increase homeownership and business and career opportunities among Black people in Asheville.

“This is an issue that diverse communities across the entire state and country will need to reckon with,” said Keith Young, one of two Black council members and a chief proponent of the measure. “It is my hope that movements like this will spread through not only our state but throughout the entire country because for this to be successful, we need to do it at a local, state and national level.”

With a modern model in place, political science and public policy experts say it’s likely that other North Carolina communities will follow suit — though some reparations advocates have issues with the model being used.

Analyzing Asheville

In mid-July, the seven members of the Asheville City Council voted unanimously to approve the measure, which stops short of providing direct payments to Black residents.

“It was a moral compass moment,” Young said. “The gravity and the depth of the moment we are in as a nation speaks volumes about the people representing local citizens. No matter what you agree or disagree on, the morality of this issue is what shined bright in that 7-0 vote.”

According to city leaders, the goal of reparations is to help create generational wealth for Black people, who have been disadvantaged throughout American history by disparities in income, education and health care.

As part of the resolution, the approximately 93,000-person city — 12% of which is Black — is calling on the state and federal government to provide funding for the reparations.

“The federal government took an active role in inflicting this harm on Black people, so they should also take an active role in addressing them,” Young said. “If movements like this continue, the government will realize the benefit of giving every citizen a good quality of life and equal opportunities.”

The vote in Asheville comes after months of nationwide protests against police brutality and systemic racism, sparked by the killing of George Floyd by a police officer in Minneapolis.

“A lot of issues relating to racism show how much we have not achieved and how far we still have to go in terms of what is going on with Black Lives Matter and the inhuman treatment of minorities in this country,” said Emmanuel Oritsejafor, chair of the political science department at North Carolina Central University — a historically Black institution.

“It may take a local model, like the one in Asheville, to begin to bring the consciousness level back to the mainstream of why it is important to address racism and all forms of dehumanizing behavior.”

Other advocates say the responsibility for reparations lies with the federal government.

“What you have at the state level can never and should never be misconstrued as reparations,” Paige said. “Because there are no real measures that are included that will close the racial wealth gap.”

UNC-Chapel Hill, the flagship school of the UNC System, has launched its own COVID-19 data dashboard as students have begun moving back to campus.

Similar to the North Carolina Department of Health and Human Services dashboard, UNC-Chapel Hill’s shows the number of tests conducted, the number of positives, the capacity at the school for isolation and quarantine as well as the number and percentage of courses being taught face-to-face, online-only and in a “hyflex” model. The percentage of student tests and positives by week is also provided in the dashboard.

Last updated on July 31, the  dashboard now shows 173 infections among UNC community members — 137 of them students. That number includes the previously discloses 37 positive tests that led the school to temporarily suspend workouts among student athletes who returned to campus early.

Thirteen of those infections were recorded in the last week of July, before most students moved in to dorms. Students are scheduled to arrive from Aug. 3-10 in appointed time windows.

The university is not doing mass-testing of students, faculty or staff who do not show symptoms, saying that negative tests could give people a false sense of security. That could lead to them taking fewer precautions, administrators have said, and community spread is the greatest danger.

According to the dashboard, the university had tested 1,289 students as of July 31. The 10.6 percent total positive rate among students tested is higher than the current statewide 8 percent total positive rate.

It has been nearly five months since this government took action in response to the COVID-19 pandemic. We are now facing the worst public health crisis in a century and an economic recession that rivals the Great Depression.

Before the pandemic, there were already 140 million people who were poor or one emergency away from being poor. Now, 50 million unemployment claims have been filed since March and 20 million Americans face evictions in the days ahead, while at the same time US billionaires have increased their wealth by over $700 billion.

Yet, under Mitch McConnell’s leadership, the Senate Republicans have proposed a bill that will leave citizens and states with fewer protections and funds. Instead of bolstering unemployment benefits and extending renter protections, the proposed bill actually increases the military budget, maintains tax breaks for the wealthy, undermines public schools’ ability to safely reopen and institutes legal immunity for corporations and companies that are forcing people back to work in unsafe conditions.

Co-Chairs, Poor People’s Campaign: A National Call for Moral Revival

The news Thursday that the country experienced the most significant single-quarter contraction on record may be a shock to some, but it reveals the fundamental truth of our economic life some policymakers wish they could ignore — a healthy economy requires healthy people.

The U.S. Senate Republicans have put forward a COVID-19 package that not only rejects this fundamental truth but would undermine any hopes that states and localities seeking to do better could do so.

In new analysis from the Economic Policy Institute, the scope of the harm of proposals, or lack thereof, to North Carolina in the proposed Senate version of the next federal package is made clear. The loss of the $600/week boost in Unemployment Insurance would cost North Carolina 95,000 jobs.  That’s because it would reduce the income by $400 each week for those hundreds of thousands North Carolinians out of work, forcing impossible choices between basic needs.

The failure to keep food on the table of North Carolinians by boosting SNAP is another missed opportunity that would bolster the well-being of families and the economy at the same time.  Again, food assistance provides families struggling with a key support to meeting a basic need and spending locally.

The next to nothing support to states to ensure the provision of affordable health care through Medicaid during a public health crisis is yet another missed opportunity.  So is the lack of rental assistance that would stabilize housing — supporting not only family well-being and security but public health goals for containing the virus.

Unnecessary hardship for families is not only cruel but bad economics.

It will be compounded by the failure of Senate leaders to include federal aid to state and local governments.  Such aid would shore up state and local budgets experiencing revenue losses due to the economic downturn at the same time that new and changing investments are needed to respond to the public health crisis and its ripple effects through public institutions and community life.

North Carolina has already lost nearly 40,000 state and local jobs since February 2020, a seasonally adjusted figure that shows beginning signs of a potential impact on public sector staffing.  Leading into COVID-19, this staffing was already below the levels of public sector employment as a share of the population before the Great Recession.  The impact of fewer public sector workers has a double effect on the recovery: reducing spending in local economies and reducing the capacity for government to deliver effective, efficient services.

Also, the risk of job loss in the public sector will disproportionately affect veterans (40,000 veterans work in state and local governments in NC), workers of color, and women.

A robust public response to this public health and economic crisis will require a public infrastructure at the state and local level that can sustain public services, adapt to the pandemic context, and ensure people are supported through and beyond the recovery.

A federal package will delay the recovery and be too uneven to be sustainable if it doesn’t drive investments to people and the things that advance the well-being of those people. In its current form, its only purpose seems to be advancing the political and economic interests of the very few while making a show of caring about the harms to the many. If our leaders actually care about the harm to all people, they need to do better and fix the response to those harms. And to do that, they’ll have to fully recognize that a healthy economy requires healthy people.
